- The pandemic devastated the global economy in the second quarter. Uniquely, policy makers deliberately sought to lower GDP. GDP duly collapsed. But was the economy as badly hurt as many feared? In economics, one of the first casualties of the pandemic was data quality. Few people filled in surveys, and if they did their answers were unreliable. Now, for official data at least, there is an improvement in survey responses. Data quality is better—and past data can be made more reliable with revisions. Revision indices, measuring how many data points are revised upwards, have soared for Germany and the US. Data released during the later stages of lockdown was revised up after lockdowns lifted and data quality improved. Economic activity during the second quarter was bad, but not as bad as first thought. Why are there so many positive revisions? Probably because of structural change. Even before the pandemic there was a trend toward more, and larger, revisions. Old fashioned data...
