The Energía Costa Azul (ECA) natural gas export project in Mexico’s Baja California is still waiting on an export approval, Infraestructura Energética Nova (IEnova) executives said Thursday.
During a second quarter earnings call, the commitment to the project was reiterated, but there was no fixed date set for when the company expected the export permit from the Mexican government, the only missing piece from a final investment decision.
“I would say I feel fairly confident in the progress we are making,” CEO Tania Ortiz said, adding that the “permitting situation is difficult” with the coronavirus, noting Mexico is behind the United States and Europe on the contagion curve.
An engineering, procurement and construction agreement with TechnipFMC plc is in place, and executives continue to be bullish on the project.

Mexico’s national pipeline operator Centro Nacional de Control del Gas Natural (Cenagas) has opened a second bidding for natural gas supply to ensure the Sistrangas pipeline system maintains system balance.
Cenagas wants to guarantee “the balance and operation of the system to ensure the continuity of natural gas supply in the country,” it said. The operator was created in 2014 under the framework of the 2013 constitutional energy reform to promote market conditions to further the “principle of vertical disintegration, the ultimate goal of which is to guarantee continuity, quality, safety and efficiency in the provision of natural gas transport and storage services.”
The pipeline operator is calling on shippers to present proposals for supply, with the understanding that it would be used solely when the operational conditions on the Sistrangas require it.

The 582,400 Dth/d pipeline, an extension of the massive Transcontinental Gas Pipe Line system, aka Transco, would source gas produced by Cabot Oil & Gas Corp. and Seneca Resources Co. LLC. The project is to include six miles of large-diameter pipeline loop, two compressor stations and associated facilities in Pennsylvania’s Clinton, Columbia, Lycoming, Luzerne, Schuylkill and Wyoming counties.

The operator of the Dakota Access (DAPL) pipeline on Thursday filed in the U.S. Court of Appeals for the D.C. Circuit an appeal for review of a district court’s order denying a stay request.
Dallas-based Energy Transfer LP (ET) filed the appeal minutes after D.C. District Court Judge James Boasberg denied the stay request, which ET was seeking while it appealed the judge’s order earlier in the week vacating the permits for DAPL to cross under Lake Oahe via a right-of-way administered by the U.S. Army Corps of Engineers. In that order, the judge also instructed ET to temporarily shut down and empty the 570,000 b/d crude oil pipeline by Aug. 5 and remain shut while an environmental impact statement on the project, already in service for three years, is completed.
