    Andrew Bailey, who recently took up his new post as Governor of the Bank of England, has caused a stir by speculating about the possibility of negative interest rates arriving in the UK. He told a parliamentary committee that it would be “foolish” to rule out such a policy. His colleague Andy Haldane—the Bank’s Chief Economist—has been musing publicly along the same lines.

    Japan, the eurozone, Switzerland, Sweden and Denmark have all introduced negative rates in some form over the past decade. President Trump has occasionally advocated a similar policy for the United States. So should the Bank of England be following the same path?

    In one sense, this is not such a radical departure. Here in the UK interest rates have been negative in real terms—ie adjusted for inflation—since 2009.     In April, the UK government borrowed £62bn to cover its extra spending and reduced tax receipts. This was more than Chancellor Rishi Sunak had suggested that he would need to borrow in the whole of the 2020/21 financial year (£55bn)! The Office for Budget Responsibility’s latest projection is that UK government borrowing this financial year will now be nearly £300bn — over 15 per cent of GDP, and a peacetime record. And in a recent television interview, Sir Charles Bean, chairman of the OBR, acknowledged the deficit could go even higher.

    Most other countries across the world are following similar policies. They are allowing their budget deficits to expand to very high levels in the wake of the current pandemic crisis. But how sustainable are these policies?

    There is no easy answer to this question. But here in the UK, we can take some comfort from the fact that our public debt to GDP ratio will not rise to unprecedented levels in the wake of the current...

    During the run up to the launch of the Contact Tracing App, the authorities; Public Health Isle of Wight, IW council and the MP, showed willing to ensure the media were were briefed and queries were answered swiftly.

    Three weeks after the launch of the App things seem to have changed.

    Waiting eight daysEight days ago, via the Isle of Wight council, News OnTheWight put a number of straightforward questions to Simon Bryant (Public Health Isle of Wight) and Geraint Lewis (Chief Data Officer, NHS England), but despite prompting a number of times, they have still failed to answer the questions.

    It is 10 days since all Isle of Wight residents were invited to test the NHS app at the heart of the government's test, track and trace strategy. So how's it going?

    Mixed would probably be a fair verdict.

    The big concern was how many people would download it. Epidemiologists suggest that for the UK as a whole, about 60% of the population needs to install and use the software for it to live up to its full potential.

    So when Downing Street says there have been roughly 60,000 downloads, that's not a bad result. The island's population is 140,000, and its inhabitants are slightly older and less likely to own a smartphone than the UK average.

    But one cautionary note - that 60,000 may include some who downloaded it twice or are from the mainland.

    Still that compares well with other experiments. About 20% of the population of Singapore downloaded its contact-tracing app, and last week an Australian government app had been installed by...
